WIN “cleans up” the trash

In 1999, WIN worked with Mayor Williams to increase city enforcement at the illegal trash-transfer station operated by Browning-Ferris Industries and Consolidated Waste Industries at 12th and Brentwood Road, NE.  For the previous 18 months, WIN organized with its member Israel Baptist Church and leaders in the surrounding community to close an illegal trash-transfer station operated by Browning Ferris Industries/Consolidated Waste Industries at 12th and Brentwood Rd., NE. 

In Winter 1999, Mayor Williams toured the neighborhood with WIN leaders and then attended an accountability action with 100 WIN leaders at Israel Baptist Church where he pledged to use the city’s new trash-transfer law, which WIN helped pass in December 1998, to  increase enforcement at the site.  As a result, DC agencies have conducted weekly inspections at the site, issued numerous citations for code violations, and initiated action by the DC Corporation Council to close this facility.  WIN research uncovered that the city can put economic pressure on BFI/CWI by requiring them to comply with all the provisions of the 1998 Trash-Transfer Act as a condition for doing business with the city.  WIN is worked with Mayor Williams to use this power to force BFI/CWI to close the facility.
